BULLYING and HARASSMENT
Chris Stutter, the Head Custodian at Westbank Elementary was informed that down loading
his work onto Fisher & his constant criticism of Fisher had broken Fisher's soul.
Buckley & Lalonde aware of this, authorized the downloading & attacked Fisher.
Buckley was made aware that Fisher was in severe pain from teeth infection when
SD #23's Johnson sent Buckley a copy of his confidential letter to Johnson.

The benefit dental insurance that he was rightfully entitled to, which would cover the cost to fix Fisher's teeth and alleviate the pain was denied him after two years of work, the School District's fraudulent layoff, SD23 not counting days worked during the summer, SD23 making Fisher start probation over after accumulating 53 days, adding an additional 52 days of probation, the oversize area Fisher was forced to clean and the distortions of Buckley and Lalonde all amounted to workplace bullying, harassment & severe abuse of Fisher by SD #23 administration.

Chris Stutter the Head Custodian at Westbank Elementary School has seen 2 more custodians leave the school since he conspired with Buckley and Lalonde to get Custodian Fisher fired.

They left because Stutter was too difficult to work with. Before this, at least 3 more custodians left for the same reason.

Most custodians will not apply to work with Stutter at Westbank Elementary.

SD #23 has been aware of the problems that Stutter has had with teachers and staff for many years but did nothing to improve the working environment.

Buckley, Lalonde & Stutter took part in workplace bullying that became their pattern of conduct, creating a toxic workplace.
When workplace bullying reaches the point of being a pattern of conduct, it can create a toxic workplace & liability for SD #23.
Besides the obvious the following also are considered workplace bullying:

1. Spreading malicious rumors about the victim in School District #23 documents.
2. Withholding necessary job evaluation information from the victim.
3. Constantly changing expectations applicable to the victim.
4. Blocking the victim's leave for promotion to regular employee status.
5. Assigning unreasonable duties to the victim already working an oversize area.
6. Constantly & persistently criticizing the victim's work.
7. Making false accusations about the victim knowing them to be wrong.

Following are examples of what experts refer to as psychological violence in the workplace that takes the form of bullying, intimidation & harassment.

Principal Buckley used distortion to have 52 days added to Fisher's probation period.

Principal Buckley often shortened Custodian Fisher's shift, then assigned extra work.

Vice Principal Lalonde told lies about Fisher to SD #23 administration.

Head Custodian Stutter constantly unjustifiably criticized Fisher.

Head Custodian Stutter constantly threatened Fisher with a bad report.

Head Custodian Stutter told lies about Fisher to Principal Buckley.

Head Custodian Stutter lied about ordering desperately needed supplies & equipment.
Legally Fisher earned regular employee status on July 24/98

SD 23 was “malicious, high-handed, outrageous, reckless, wanton, entirely without
care, intentional, deliberate, callous, disgraceful, willful, exploitative, and in disregard
of Custodian Fisher's rights and indifferent to the consequences.”
